An update for this - I actually was able to get through on Google Play on November 27 and ordered a Nexus 4 - the 8 GB version. Took a lot of clicking with the mouse and refreshing over a hour, but I was successful. Now just keeping on checking with Google Wallet and the status is still the same - 'Your Order has been sent to Google'.
2-3-13 I have had this now for over a month, it is very fast - downloading apps and installing them is a breeze, using this with a prepaid T-mobile account. Wish they had more accessories for this, like the iPhone has - like a good screen/phone cover.
4-22-13 update - still a great phone and device! Still amazed at the speed the apps open, they download and install very quickly!
